How to rescan game library?

I recently uninstalled many games via Treesize to free up HDD space. Steam still shows them as installed. Is there a way to have steam rescan the library to recognize they're gone without going one by one and uninstalling through steam?

Delete/move the corresponding appmanifest in the parent folder with the files. A restart should make Steam to reload them.

Nope. You deleted the games rather than properly uninstalling them. They've likely left fragments in your ..\local\, ..\locallow\, and ..\roaming\ folders (assuming you're on Win 7 or higher), have certainly left now-orphaned registry entries, and, short of nuking your manifests and screwing up your remaining installed games, you're going to have to go through and uninstall them via Steam like you should have in the first place.

Next time, mass-select games by holding CTRL while clicking on the library entries; when you hit "uninstall" after, it'll uninstall all of your selections properly at once.

Or shift-click. Both of those are pretty common commands.
